PHP/MySQL developer required for small job

I have a customer management website I am working on which requires some work which is outside the scope of my capabilities.
We are able to log fault tickets which have the time and date they are started and finished. What I can not do is provide queries which will show the elapsed time of a job, wether the fault was completed within the the contract T&C and a general report of jobs completed within a specific period.

Elapsed time needs to take into consideration that normal workings but can vary.

The contract T&C is based on a table which shows the working hours as well as the working days

SQL Table

cont_name |sunday|monday|tuesday|wednesday|thursady|friday|saturday|hours|start_time|end_time|bank_hols

Where days are selected Yes or No, Working hours are between start_time and end_time and may try to incorporate bank holidays as Yes or No

My Database is MySQL and I mainly use PHP on the website.
