Programing a statistics tool for homepages and a poll

Hi guys, it's kinda a small emergency.

I'd like to develope a homepage and I'm pretty skilled in photoshop, design, html overall.

But I'm not skilled in programing tools - you could say my mind is more the creative one.

Maybe I should google for some information first but we're having some terrible trouble in our MMORPG and we really need some help to make it work again.

I'd first like to make a poll possible but without a forum, that is people simply type in the URL for the homepage (example: (mmorpghomepagedotcom) and then there's a poll there that they vote on. I know how to make a poll ( I think at least, it's been some time) but I don't know how to make sure that only one IP address is allowed to vote once. Could you perhaps help me out with this?

The other thing is I'd like to make a tool that grabs information from a homepage (For example changing products) and makes simple statistics.

Let's say a homepage has a little window where it lists what things are in store right now and what they cost. I'd like to be able to compare when each item is in store.

So lets say one minute there's 50 cars, 20 clubs and 1 cow ^.^

In the next minute there are 34 cars, 25 clubs and 2 cows and 2 bananas.

So the tool of my dreams would then list:

Cars:50, 34,
Clubs: 20, 25
Cows: 1, 2
Banans 0,2

This way one could see what items become available when others dont. I'd then send this information back to my homepage.

Please excuse me if I sound lik a noob, and if it's the wrong forum. Thank you very much

I could give you all sorts of langauges and programs to use, but as a straight up newbie, you would be a long time in producing something. Sounds like you need to just hire a programmer.

Can a moderator move to the Hire a Programmer forum?

Thanks

Well I don't really have alot of money, but sure I could transfer maybe 50 -100 dollars to someone. I guess this doesn't take longer than 1 hour.

Really the question is quite simple tho:

How to make a poll that indentifies IP's (Probably easy to google even, just thought I'd ask here)

And how to make a tool that collects changing data from a homepage and lists it in a excel program or Notepad for example.

I Don't know how much I should pay someone for this lil bit of info :P I always help people for free with Photoshop :P

What do you intend to use as the server side scripting language?
What HTTP server are you using?
Do you have access to a database on your web server?

The homepage won't be on a personal server but on a internet host provider on which I will uppload data (probably on my personal FTP).

Excuse me , I'm better at Swedish terms but I'll try to explain it without terms:

I'll use my own computer as a server which will monitor the target homepage for the data and collect it ever x minutes. The tool I imagine would collect the data and I would be able to save it as a Notepad file (or anything ellse) and later manually uppload it. Basicly a program that reads the source code inbetween 2 or several tags and stores it gradually as the page is refreshed.

The IP poll I'd imagine would be written in HTML or PHP.

Alright Poll I've already made by myself with Java scripts.

So if someone could help me out with this... Well i'd be very glad, I might even pay you a little to do it if you really have to.

Thanks!
