request for quote (RFQ) application Developer Partner Needed for startup

Greetings,

I am trying to create an application that sends out email RFQ's and enters the replies into a database for professional buyers. I would like to add some logic that recommends to the buyer the best offer to choose. I would like to create a beta version for 10 users, but be able to scale it later without giving up too much of the original code.
