Small Database project

I currently have a small database being run in a flat file and I'd like to see if I can either

1) Cheaply convert to php/MySql
2) or improve/change the functionality/access of the flat file

Requirements

- User login/verification
- Provide verified users access to all of their info, but only historical data for other users.
- Allow users to update data, subject to a deadline. After the deadline, data can no longer be changed.
- Allow administrator to change data and add/remove users.


Example

5 Users with user info (Username, password, email, Real name, etc)

Flat file looks like this:

User1,A,B,C,D,E
User2,A,D,C,B,E
User3,A,B,C,E,D
User4,E,D,C,B,A
User5,B,C,D,A,B

Each data field represents a different week.
So after Week1 deadline, restrict writing to that data field. (But allow writing to subsequent weeks)
Between any deadline period, allow user to view all his current data, but only past data for other users.
User cannot make the same selection more than once (e.g. If User1 selects "A" in Week1, cannot select "A" in any future week)

Output

- Totals Week1 A=3, B=1, E=1
- A grid showing the database file in a nice format

That is the gist of it, pls post here if interested and I will contact you directly.
An rough estimate of cost (hourly rate, total) and time to complete would be helpful. There's more to this project, but this is the bulk of it.

Thanks for responding. As I mentioned, the project is more detailed than mentioned above. I will go through the specifics with you and see if we can get a better handle on the size/scope of the project. I think it will be a few times larger than you suggest.

Unless you already have packages set up - you will not do that in two hours time. It will take two hours or more just to think the thing out.
