To build a Content Case Management System

I’m looking for a partner to help build an online content case management system to sell.

My Current Setup
I have a small business running an open source case management system called "clinicases" with my website "concrete5" of course they are not integrated but look descent and function ok, it is also hosted with godaddy.

My Responsibilities
For this project my responsibilities would be design, graphics, testing, pr. Although I do know some of the code side of things like installing, configuring, modifying, and navigating through code and databases but I’m still a novice. I have about 5 websites that I have made and maintaining for my other personal projects.

My Partner
What I need is someone that knows php, java, css, html, mysql, ect. But that can write and implement code fast so we can start testing. This is not a spare time gig for intermediate programmers. Someone that has time and interest in a project like this.

The Goal
I’m wanting to expand my business further so I thought I would try to see if I could drum up interest in this partnership project. Because the more I can expand my business the more exposure I can generate for the project and the more revenue it can produce. But I need a content case management system that works and is better or different than the rest.

Compensation
It would be a partnership type business once there is revenue.

The plans are to use a Responsive Admin Template to save time and not to build from scratch.

I already have the ball rolling and modifying the template to work with my current business.

But in order to sell and generate revenue the system needs to have a broader tool set.
