Seeking Volunteers - Web Development Project - Forum Integration & More

I am in need of help on a project. It is more of a hobby project than anything to create revenue. Hopefully someone looking for portfolio work or someone bored can help out.

Anyway, in short, I am starting a forum for a specific community. I need an organized upload/download section separate of the forum, but integrated so that each upload creates a new thread in a specific forum section.

There is much more to the project, but this is one of the main aspects that has to be done.

A final bump here. I had someone working on it but it seems they got in over their head. I don't mind much as I wasn't paying, just I need someone now that can help.
