WYSIWYG Text Editor

I'm looking for someone to develop a what-you-see-is-what-you-get text editor for an upcoming project.

Three basic but entirely necessary things -- you must give me all rights to the source, the editor must be cross-browser and cross-platform compatible, and it must produce compliant code (or close to it; we can discuss concessions later).

The following features must be supported:
  • Bold
  • Italics
  • Underlining
  • Cross-Application Cut, Copy, and Paste\
  • Bulleted and Numbered Lists
  • Picture Uploading (I'll provide specifics later)
  • CSS classes for text
  • Editable font face, size, and color
  • Tables
  • Ability to "scrub" word-processor HTML
  • Hyperlinks and email links (parsed by default)
  • Source view
  • Multiple style (implementation will be discussed)
Please PM me with the closest estimate you can, and let me know how you might implement such a solution -- which technologies, etc., as well as the approximate time needed for completion.
