You're trying to remove upload from the ABC client or Bit Torrent itself? I'll let you know i dout its not gonna be easy...
Edit: If your talking about Bit Torrent then you should probably start by looking at Upload.py.. which i asume does the uploading

Are you trying to stop just a single connection. IE jimbob7 is an *** I'm going to boot him. Or all connections? A quick (MIGHTY quick) check of the source, it doesn't look too difficult to do the first. The second one is rude.
It always amazes me that people want to download things all day long but never share them. There was a study out, not too long ago, that only like 3% or some other ridiculous(sp???) low number of people do all the sharing on those networks. How do you think all that stuff that is being shared got there originally, and nevermind that if everyone shared imagine the download speeds if instead of 3 people you could get it off of, you could get it off of 300. Arghh... Sorry, rant over.

Anyway, I don't know about that client but with the btdownloadcurses.py it should be easy:
btdownloadcurses.py --max_uploads 0 <torrent file>
