    I've never done this, so no, I don't have a snippet handy. But...

    Can you query maxmind's database from a Python script? How about GeoIP? Both give you lat/long.

    Google maps can tell you the outline of regions (representing them as polylines). I'm not sure if they have a query system built in or not, but essentially the problem is finding the smallest region within which your top confidence lat/long coordinates all fit.

    Your first step would be to query several databases like maxmind's from your script (the implied problem here is finding several such databases). The second step is the query to find the smallest region that fits your best guesses by lat/long (and here you need to sit down and read the [Geocoding API v3 docs] or possibly make contact with some mapping geeks in the PostGIS community).
