Is it possible that you need to run pip3 with administrative privilege? Again, what sort of nasty environment do you use that gives you "a red error"? What is the text of the message?

The end of the traceback says "PermissionError: [WinError 5] Toegang geweigerd: 'c:\\program files (x86)\\python36-32\\Lib\\site-packages\\PIL'"
Also you used pip instead of pip3.
Use the internet to find out how to start the DOS command shell with administrative privilege for your version of windows.
