How would you go about filling in and submitting a html form using python?

Do you mean having Python handle the form data? If so look at the cgi module in the Python documentation.

One more question.
If the name of a form isn't visible in the source code of a page, how would I refer to it in IEC?

If the form name isn't present, this is because there's only one form on the HTML page. Usually forms have a submit button, so you can do something like this:
