This approach wouldn't work for all cases, but it looks promising to the positive and negative samples they list.
For the positive you would have something like "search for [.!?] that are optionally followed by [")']
For the negative: make sure there is white space following the [.!?][")']? and make sure there is [^,.?] within 3 characters of the match [.!?][")']?
