Developing a Ruby on Rails Web Application with Team

I am a php programmer and i am new to ruby on rails. I am facing problem in starting the development of a web application as we are team and we want to start development on a single server but the ruby console is needed by each user. i am on windows environment. can someone help us in by telling the way how can we access the ruby console from a network server ? also please explain how does the development actually work in ruby on rails in a team
