Unhappy Need some advice

hi am a final year student at the University of mauritius.
for my end of year project i am told to

Investigate Web 3.0 and compare it to Web 1.0 and Web 2.0. ....then have to build an application of their choice to demonstrate the use of Web 3.0


i was thinking of doing some sort of a portal site for my country,however i need a bit of advice as to which language i could use to create the application.. i have an intermediate level knowledge of php javascrip and very basic skills in ROR

any suggestions or idea?

lol thats my project partner, we are supposed to work in pairs..

From what i gathered in his post is that i shoud get a solid grounding in the defitinion and features around the web2.0 concept before venturing to make the web.30 app...

but back to the my qustion, do u think i should use php or ror?

one of the types features i think I'll most likely be focusing on would be semantic since one of the guys grading the project is all about that..
