Rails is a web framework; ruby is a scripting language.
    Rails is built using ruby.

To understand the framework, how it is built and how it works - no. To be able to use it effectively, most likely.

As far as suggestions on literature:
    For Ruby: google 'The Pickaxe'
For Rails: google 'Agile Web Development with Rails" (by the same author)

I use pickaxe - it is a great resource. I do not do much webdev so I can not make the same claim about the second book. However, the author is well respected and the book is reviewed and commented by the designer of rails - so it is likely as good as the pickaxe for its target.
