What is Ruby?

I just heard about it today. Long ago I did a lot of programming in DOS with QuickBasic 4.5 but Windoze put me out of that business. I'd like to be comfy with a very simple programming language for fun only; I'm retired. What does one use to write Ruby programs? Notepad or Wordpad? And what sort of programs can you make with it? A bookkeeping program for example? And once you've written some code; what do you do with it?
