e-mail notification when content is updated??

I would like to know how to set up a website (possibly a blog) so that certain members on a mailing list would be *automatically* notified via e-mail whenever the site content was updated.

Any type of advice would be appreciated, including pointers to tutorials and possibly to free software that might help to accomplish this goal.
