Help with script to copy files >

Hi ,
what i really want is a script a small scipt to do this one or more script is ok is the script from 1 file that will be better and i hope to find a free one with out a need to enter cpanel or any controll panel just via web interface
1- to copy files from one site to another one if thier is no shell account and if the safe mode is on or off .. i mean site to site with out download to my pc ..
2- make chmd to files or folder >
3- can make mysql dbase and user and account with out enter phpmyadmin or cpanel or other controll panel
4- can add sql file to dbase which on my site on and folder on my site to mysql dbase i mean sql in my site on any folder to upload to the site ..
5-creat or delet folder
maybe i'll need 4 or 5 script so please any one know any script can do anything from the above list post here
