Looking for a SEO friendly Photo Gallery and Rating script

I've tried several free photo gallery scripts and I couldn't find one to suit my needs (a lot of them were not working). Here are the features that I am looking for:

The script:
- written in php
- will reside on linux (I have a hosting account with 1and1.com)
- free (although I am willing to pay a maximum of $100 if I really like it)
- easy to install - I have some very basic php knowledge but I am not an expert
- VERY IMPORTANT: SEO Friendly

Features:
- allows visitors to create an account and post their pictures
- allows visitors to rate each other's pictures (out of 10) and post comments
- allows visitors to choose a category when uploading the pictures


Bonus - not mandatory features:
- very basic article/news section that will allow me (the administrator) to upload news and articles
- easy to use control panel.

As far as SEO goes, the rating script I am currently using is very customizable (html & CSS) and uses text in all headers.

The one thing it does not have however, is support for multiple user accounts. But you might want to take a look anyway, it is on photoratingscript.com

I have it up and running on my photography website to have my visitors rate my photos and artwork images.
