MySQL to Html page development

I am in need of a package that will develop html web pages for my hosted MySQL site. The tool nees to enable the building of web pages that enable users to search, edit, view, download directory data from my database. I think there are a few excellent tools in the market that enable this. However, I also need to be able to provide quotes for visitors to the web site. For example, if the search results in 500 records, I need to be able to quote the visitor a price for 500 records. Obviously, I could build a table with prices, but I also want to avoid having to develop SQL syntax. A forms generator that can facilitate this is what I am looking for.
