Submit form then conver to csv then email

My clients want their website visitors to enter personal info into a form on a web page and have it sent to the client as an attachment file in CSV format via email. They then load the file into their proprietary business application. I have a js server side script to process the form that sends the email but how do I create the csv file? Can php do this and if so can someone point me to a script example?
