Utility To Upload Text and Images Into Predefined Format

I am looking for a utility that will enable non-technical website owners to upload text and images into a predefined format (i.e., a predefined HTML template). The utility must allow multiple non-technical users to see the result of their uploaded text and images, and allow subsequent changes to the same text and images. The utility must resize uploaded images in accordance with the predefined format (e.g., the width of uploaded images will be reduced, while maintaining proper image proportions, to fit the predefined image format for each particular image area).
I found a $99 product that does this but I am wondering - is there is a comparable free utility?
