301 redirect problem

For some reason my .htaccess file is not working. I am on a unix server so this is the appropriate method, yes?....

The file contains
redirect 301 /public_html/index.html http://www.whitelotus.org/index.shtml

I also tried this but got a "file not found" error:
redirect 301 /index.html http://www.whitelotus.org/index.shtml

the .htaccess file was uploaded to the root, so it is one level above my public_html file.

I am new to this so I have no idea what the heck I'm doing. Thanks for reading.

Hi,

I think .htaccess file should be in the 'public_html' folder, it usually is. And why don't you try to use cPanel feature to install the redirect, just find 'Redirect' icon in the admin control panel.
