affiliate programs and email

Does anyone know of any affiliate programs which allow a publisher to use unsolicited email (not offensive/not sexual) in order to simply inform people of the publisher's site.

From what I have seen, everyone says you can not use unsolicited email. Am I reading this correctly? Or should it be interpreted as though you can not use unsolicited email in order to get people to the affiliates pages by including them in the email.
