Anyone has a right SEO method to face Penguin updates and its brothers?

However, Panda is still alive. It collaborated with Penguin to exterminate the unqualified websites (according to them). Many websites, small and big, was affected by this updates. Does Anyone know a best method that can really deal with this Google's search algorithm updates?

You need to develop good content for site optimized for 2 or 3 main keywords. Add keywords with anchor text to point inner pages. If appropriate add high quality external links to the page.
Continue with normal submissions and social optimizations
