Find them through using Google search operatives like "site:" etc. If you don't know what search operatives are, Google that too and learn. You can find many edu and gov links that way

The most common way to get backlinks from these sites is to find blogs in these site and you can start commenting in these blogs.
Few of their blogs also allow for guest blogging and if you can sucessfully make some guest blogging in these sites it will of very great use.

If you think backlinking to .gov websites will give you good backlink credit, them I am afraid you have to look for another alternate.

Most of the .edu and .gov websites (if these websites are authority websites) have nofollow links.

Second thing, every backlink carries equal weightage whether they are .gov backlink or twitter backlink.

But if you are really intent on it, you may use a tool called 'Keyword Country' for finding .edu and .gov backlinks.

I like to advise you to .gov or .edu blogs and comment on them but make sure your comment looks natural and you can not promote your website there.
