Can navigation change force Google to crawl more?
If you change the site navigation, that basically changes all pages in the site. Can this force Google to crawl your site more?

It all depends on how you change the navigation. If you are providing a better scheme to navigate the site, then the bot might be able to follow links more efficiently. I'm not exactly sure, but I believe google likes updated pages. Changing the navigation may temporarily cause Google to crawl more often, but that most likely will not last.
Before changing your site for Google's benefit, remember that the changes should at the least, keep the user's experience the same. Don't change things just to change them.
