Client wants me to revamp site for more hits

I said I could help, his page rank is currently 3/10. The previous designer did ok on putting in enough keywords, and the keyword density seems to be fine and dandy.

I know I can make the place look a lot better, but I think his main focus is driving in more traffic, rather than having a more attractive site.

Can you guys look at the site and see what room there is for improvement? I'm about to really get started on this project, but I'm a little uncertain as to whether I should even do it, considering I don't know how much more SEO I can do for him.

Any help would be greatly appreciated.

Well they don't have many incoming links. only 87 showing in yahoo and many less showing in other engines. I would get them to hire you for a link building campaign.

That's essentially what I was thinking, except I have no experience in this. I notice his main competitor has many links on his site:

Would I just solicit a bunch of high page-ranking sites to exchange links?
