Yes, It's most useful if you update your website content whenever there is any changes in technology, your business product and services to be up-to-date. And keep in mind that whenever you change your content then Google visits your website to index your website in order to provide better search results.
If you want to write more content for your website then start publishing it on your website blog (i.e., http:www.yoursite.com/blog or http://blog.yoursite.com/) on a regular basis.
Note: Google (any search engine) is hunger for new content and follow search engine guidelines for better high position in search result query.

I am not sure but I guess it depends about the amount of content. If you have many unique content on your website then it is better. But if you have very small amount of content then you need to add new content on your website instead of updating content.

Unique and fresh content is always welcomed by the Google.You can ad new content to your website.You can maintain a blog in order to display new content.When fresh and new content is crawled by Google it keeps at higher priority.Content must be relevant also.

I have question regarding updated old content that is already on top position.Will it impact on already top ranked page? new post will get same ranking or not?
I know if your are implementing redirect 301 to older pages for up gradation,but you will also loss ranking after doing that.

You should update content according to that Google like. you should not put duplicate content as it is disliked by Google. Also update your content keeping in view your readers like.

Generally any update on the website is detected by Google and it treats the update as a new content. I've only changed a design of my website recently (which was not a very significant change) and Google reacted to it by changing the website's PR.

You could update the existing content instead of new content in your website.Doesn't matter.But your existing content should not have like spam,copied from other websites or sources and spelling mistakes.If you update like that,Google should happy to index your website in SERPs.

First update your content then monitor results.
Add some content on new pages, build proper link and wait.
