Directory submission vs. business listing
so what's the difference between directory listing from business listing, and which of the two is better to used to avoid penalty from google?

The difference between Directory and business listing: in business listing we must need to verify the address and phone no.while in directory submission we dont need to verify the address and phone no. Both submission are good for our site. If you do submission only quality site then google do not penalize you.

Business Submission shows your business information like address, phone number, working days, payment modes, working hours etc, it will help to promote your business. A Normal Directory site only shows your website title and description.

Would prefer business listing because directory submission take a lot of time to get approved and more importantly, most of the directories do not have any value because of the spam submissions.

I think business listings have a slight advantage over directory submissions. They are verified so search engines trust them more, and quality business listing sites bring in a decent amount of traffic.
You wont get penalized by Google for business listings or directory listings. It's more to do with the link profiles. If you have 100 back links and 99 of them are from directories then that is bad signal for Google. It's always good to have a health amount of directory listings but in general it should be around 10-20% of your total links.
