"Double" keywords in Meta Tags

What is the "rule" for the amount of time you can repeat a single word as part of a two word keyword?

For example, my site is golf related and some of the keywords we would like to use MOST are 2 words and have golf asthe first word, Like:

golf links
golf directory
golf portal

etc.etc.

How many times is it recommended to use this keyword 'golf'

I went to a SEO seminar recently and if I recall correctly, they said it's not good to repeat keywords like that. Even just pluralising the keyword.

Repeating keywords is considered to be a black hat seo technique. It is called as keyword stuffing. It occurs when a web page is loaded with keywords in meta tags or in content. As a result meta tags lose their importance. A word that is repeated too often may raise a red flag to search engines.

A page analyser I used flagged my use of a keyword as part of a number of phrases in te same way as your example.
Help on the error revealed that 3 or more occurrences can be penalised by the SE's.

We should not repeate the key word. I have not visited any seminar this is according to my experience

Are you talking about purely meta keywords tag or in the titles, anchors, meta tags and everything?
