Google's link relevancy

A quick question. Is it true that Google penalises you for linking to non-relevant sites? If so, is it better to play safe rather than linking to useful sources.

I beleived that the ranking depends on the links from other sites to your site , not on the links from your site to other sites

Linking to bad sites will hurt your Google ranking. After all only you control the links out, whereas anyone could create "bad" links in. Google doesnt penalise you for what you cant control.

I dont think google will penalize you by giving link to non relevant site. but it will be more beneficial if u give link to relevant site to boost your search ranking.

That's not true. Outbound links will never help your rankings. That's just a myth.

Yeah...I never saw that happen and I've ran at least 5 different campaigns in different verticals!

outbound links don't hurt you unless you're a link farm.

but one link wont make a difference.

it is not so important about if it is relevant or not, the important thing is that you are not linking to link farms, ffa, banned sites, for example on my sites I dont link to anyone whos PR is less then PR2, like this I dont make a mistake of linking to a banned site.

PR does not indicate whether or not a site is bad or black hat. It just indicates, poorly as public PR is stale, that that page doesn't have a high link popularity. Basing links on PR is generally not useful.
