The Google Toolbar...
... is the only 'optional' spyware system I've seen. They admit plainly that they will report surfing habits IF optional reporting features are turned on. They make it easy to turn the advanced features off.

This is unusual and somewhat gratifying. So many spywares seek to dupe the user into having something aboard that does much more than they admit. Read more at: Flash's Geek Emporium
