have you tried asking the webmasters of PR 7 or 8 pages about paid advertising? That's got to be a whole lot more effective then asking on here.

As we all know, getting to a PR 7 is NOT an easy thing. Even getting to a PR 6 is enough to have most webmasters looking very VERY hard and who the advertise, just in case....

What it comes down to are two questions... First, what are you advertising? Make sure that it's relelvant to the sites that you're being linked form, otherwise a PR 7 link is useless when there's no correlation between subjects. Secondly, how much are you willing to pay? PR 7 doesn't come cheap, and you can't expect a link from something like that for a budget price.
