I think he is asking for Page Rank not for higher rank.

Page Rank is totally depending on backlinks so more and more high pr links will help on getting page rank quickly.

Analyse the on-page SEO ( check the keywords and the optimization for every page) and then focus on off-page SEO.

PR is not important than the backlinks of your website...Yes the backlinks & traffic is important for every website...Which leads to increase your website PR...Google also expect from us..So you have to focus on your work on getting the backlinks & traffic before the PR..

To get your keyword ranking you must need to complete good seo for your website. You need to build quality backlink. Blog comment, bookmark, article submission, directory submission, etc are the best way to create backlink. Also need to remember you need to maintain quality then quantity while creating backlink.

Analysis the competitor websites and do follow their strategy and publish articles and Press Release regarding your keywords..They definitely your keyword gets ranked..
