How do you keep someone from repeatedly clicking a Google Adwords Ad?

Is there a way to prevent a customer/competitor from repeatedly clicking a Google Adwords Ad? It seems some are doing it on purpose. Can anything be done to stop them?

I would look into adlogger.
One of the key points:
Automatically disable ads for a visitor who clicks too many within a set time period.

i'm thinking that provided you can prove it, you should be able to report the click fraud to google...SE's are starting to take bigger steps to eliminate this, so they may actually be able to help you out.
