Yes, Right it depends upon that keyword that is being targeted. If a keyword is high competitive, then you have to work hard. And, backlinks factor is for website ranking because I have seen many web page which has lower backlinks, but it ranks high for a particular keywords. So it may be also depends on content. Try to more effort on content rather than low quality backlinks.

Try High PR Themed Links

You truly need a mixture of links to look natural, but you get the best bang with higher PR links that are from sites relevant to your keyword.

quality back links

No need to worry for counting back links,if it is single link build from high pr and by ethical seo methods.

If you want quality backlinks for particular rating means.you should do the link building strategies for that particular keyword in dofollow websites and high page rank websites.
