    I think when people say penalized, they actually mean it has no affect on your PR.

    By submitting to a directory you will not gain any extra PR

    Social media networking and Article submissions Are best way to get bl for your site , blog commenting on dofollow blogs and relevant to your site's niche Will give you very high quality back links , but remember do not spamm on them always make your comment reasonable , it'll attract people to visit your site and also make some reputation in the blog owners eye

    Exchanging links is fine. In fact its a key part of building a network of sites that link to you.

    The thing to avoid is straight 1:1 reciprocal links. These are where you link to a site and it links straight back to you. Much better to do 3-way linking where one of your sites links to a partner, and a different site of theirs links to you.

    Of course, best of all are pure 1-way links, but avoid paid-for sites as Google is cracking down on what it sees as link buying.

    Internet is mostly public.Analyze your competitor, first 5 for couple keywords for which u want to rank and check all what they do
    u can miss if u know to look
