I have 2 sites pointing to mine with pr5+.

I am listed in yahoo directory, google, etc...

I would hope to be more than pr0 by now...

PR has been updated on a continous base, they aren't shown on toolbar however. As long as you get good ranking and traffic, don't worry about the cute little greenbar at all.

dejaone is right, see if you get good rank, even if you get high pr, but with bad rank, you won't be happy

Who's in the know here. Some people say it's every 3 months and others on a continous basis. What's the science behind this?
