That is a very vague, or at least the answer to it is. It really depends on the CMS you would be using.
Many are capable of adding dynamic meta tags, have semantic layouts and have friendly URLs. If the CMS you chose has these, then it shouldn't harm your rankings at all.

Your site URL is irrelevant in this post. This seems more like an attempt to get your URL out there than to learn anything. Several of your other posts seem to be this way, too.
