Ans: If your site is related with web designing, logo designing, web hosting, SEO etc. with well written content I'll exchange link with you.
I'm not so much crazy abt your PR while exchanging links though I admit it is important.
But then if the site has quality content and the webmaster is doing SEO (which is evident as you are interested in exchanging links), the PR will follow surely.
