How dangerous is it to build too many links, too fast by using common SEO strategies like directories, link exchanges, writing articles, etc.?

There is no any limit for links, you can gather as many as possible links but you need to take care about quality and all links are manually submitted.

Search Engines (especially Google) is not a big fan of Directories, Article Promotion etc.

building too many links are not dangerous. But as kingston250 said that they should be made in natural way. Also if they are do follow then you will get success quickly.
