Some say yes, and some say no. I don't think it's a bad idea, but if you have targeted key words in your anchor text, you shouldn't need the title attribute.

use it , if it doesn't do any bad ,there are 100's of search engines and one might pick it. you may get one visitor coz of it or maybe 1000.every penny counts !!
