Web hosting/promotion

I have just finished a small website and am wondering how i go about publishing it on the net.

My current ISP allows me to have my own web space but not my own domain name, does anyone know of any good web hosting companies and how much it is likely to cost me?

Also im not too sure about promoting my site, i understand i can include certain words in the <meta> tags in the head of the document but im sure i need to do something else in order for search engines to find my site.

Any advice would be appreciated.
