No, its simply the art of optimizing your website at a point where it ranks high on search engines for certain keywords.

You would get adwords or hire someone to do SEO if you need...

man... please use a search engine. this is such a basic questions and could be easily be resolved by going to google and searching for "search engine optimization benginner tutorial" or something similar.

and to answer your question: SEO you can do yourself with an understanding of what to do to attract search engines. Look on google as I said above and many of your questions will be answered and then maybe you can ask some more sensible questions in here.

Of course You can do it by yourself, but only if You have some basic skills and lot of time to learn all other details about SEO.
Few month or few years process...

narrow definition - onpage optimization,
middelground definition - onpage optimization + link building

Here is a tip

I have been very successful at doing my own SEO for many years. One you get the idea, you can pretty much place your site in the top ranking of each search engine you want to. However, each search engine has it's own quirks.

Here are a few pointers:
Read all you can about the search engines you want to target. FInd out what they look for the most and their ranking structure.

Do not use general terms (i.e. If you sell TV's, do not try and optimize for TV's, Televisions, etc. Instead directly target the manufacturer and model of the TV per page.)

Do not overload your Meta tags. Use two to four key words/phrases. Use the exact ones in the text of your page as well.

Keep your pages simple and do not try to optimize for several keywords on every page. Less is more.

I'll let you digest this as a beginning. Good luck, you can do it yourself and it is possible to rank in the top 5 of every keyword you target once you have had some time under your belt. Try different strategies, I have mine that works well for me and the target audience I am going after. You will find yours, it just takes time.

Of course, You can do it yourself!

Like you can code youself or design yourself (exaggerated a little ). If you have plenty of free time you can try yourself, but if you need quick result and expecting real improvement of your business it`s better to hire a professional.

If you really want to get serious, check out Planet Ocean's Search Engine News. It's a lot to keep up with, but worth it.
