It depends on what sort of traffic you want. SEO and organic search engine traffic can take a while to happen and is variable depending on how many people search on your keywords/how well optimized your competitors are.

If you want a more immediate traffic gain you can try adwords or facebook ads, both of which can be highly targeted to keyword, age, gender, location etc. These are CPC (cost per click) advertising methods, but the traffic you get from them are going to be easier to make sales from (if you are doing a B2C site).

Have a good site that offers something worthwhile to offer to visitors. Then write some articles.

Getting a whole bunch of pointless hits is worthless. Let's say you manage to pay for 200,000 visitors to your site. Not only would you be paying for the traffic, you would also be paying for the hosting and traffic charges. Assuming you are trying to sell something in the first place--AdSense or a product or service--you would find yourself asking why you just paid some major fees for traffic that don't translate into sales for you.

Writing articles does a pretty good job of generating targeted traffic and producing organic links that raise your rankings in search engines for further targeted traffic.

agree with david,
I never run behind traffic which is not relevant to my product or market. I will spent more time in research specially to target some keywords which brings relevant traffic to my website and than go for organic or paid listing.
