There is blog site where people post their stories. I obtained a permission of the author of one of this story and want to publish this on my site. Will Google consider this as content duplication and penalize me?

According to me, if you have obtained permission from author then there is no problem. Just add authors name or link in your content, so that he will also get benefit & not have any objection.

Dup content should be alright, as long as the content is on diffrent servers/domains. You should perhaps change it a little to get the full effect of doing SEO, but in general you should be ok.
