Question cgi threat?

Let other users to run cgi scripts(perl,php,...) is considered a threat which needs to be dealed with. In NIx and apache there is suexec but what we do in windows? Supposing we also run apache in windows.

From what point of view do you consider it a "threat"?


And if you give a rat's *** about security, you won't be running Windows anyway.
