Competitor of IPSec?

Hi guys:

I have a question about IPSec. IPSec provides security services at layer 3 or IP layer. Is there any other protocol or technique which provides security services at Layer 3.

Dont mess this question with SSL VPN coz SSL works on layer 7. and VPN is one the solutions that IPSec provides.

Only tell me about Layer 3 security protocol like IPSec.

BGP/MPLS is layer 3 VPN, also less intensive on routers then routing as MPLS (multiprotocol label switching) uses switching as apposed to routing. easy to setup using RSVP to dynamicly create tunnels (used by ISPs to route traffic, ie traffic engineering) also does not decrement TTLs so it hides router hops. oh and SSL is layer 4.
