Cyclic Redundancy Check

Suppose, for argument’s sake, that one downloads a file and its signature, or its md5. Md5 checking is quite straightforward given all the software, freeware and otherware.
However, what’s Windows equivalent? CA, I presume. If so, how do you go about it?
Can one check a downloaded file’s integrity under Windows, given its Public Key (PGP), see?

This is what my logic tells me: You should be able to say, multiply the given file by its Public Key (PGP Block) to decrypt it, granted, but also to verify its integrity, or just to verify its integrity, capisci? But how, by applying some formulae of a recipe in a concoction?

In short, what I’m seeking is a utility* that will encrypt a file and generate a checksum. Then decrypt the file and verify its integrity by applying the checksum. Does Windows' CA do all this, or is it the Kerberos I should be addressing, I don’t know, see?
*Shareware or whatever.
